Recently, the Dalian Municipal Data Bureau announced the list of pilot enterprises for Chief Data Officers (Cdos) in 2025. A total of 44 enterprises in the city were selected. Nine enterprises, including Dalian Haian Shipbuilding and Marine Engineering Technology Service Co., Ltd. in Jinpu New Area and Liaoning Kaiyu Xinghui Industrial Group Co., LTD., were successfully selected, ranking first in the city in terms of the number of selected enterprises
In March this year, Dalian officially launched a pilot program for chief data officers across the city, aiming to implement the national big data strategy and the requirements of the documents issued by the two ministries, encourage enterprises to appoint chief data officers, and strengthen data governance and value transformation. According to the “Pilot Work Plan for Encouraging and Supporting Enterprises to Establish Chief Data Officers in Dalian City”, the selected enterprise Cdos will shoulder important responsibilities, including data system planning, data infrastructure construction, comprehensive data management, data value application, data security guarantee, and data environment creation, etc.
The 9 enterprises selected from Jinpu New Area all have sound financial management institutions and systems, and their production and operation, financial conditions and credit are all good. We attach great importance to data management, have a solid foundation in digitalization of production, operation and management, possess a large amount of data resources, have outstanding capabilities in data products and services, and have a certain influence in the industry. Positions and departments related to data have been established, and the establishment of a CDO system has been gradually carried out. Relevant work such as data governance, data-driven, data value-added, data security, talent cultivation, and data culture has been gradually carried out, and certain achievements have been made.
In the next step, Jinpu New Area will focus on building an efficient working mechanism, organizing CDO training to enhance the data capabilities of enterprises, exploring benchmark experiences, strengthening publicity and promotion, and striving to promote the pilot construction of enterprise chief data officers, injecting new impetus into the development of the digital economy
